Palm Jebel Ali: Progress, Prices and Checks for Indians

Quick Answer

  • Palm Jebel Ali is Nakheel's new island, twice Palm Jumeirah's size.

  • Its leading fronds were 35% to 56% built in August 2026.

  • Nakheel plans first villa handovers from late 2026; DLD dates start in 2027.

  • New 1-bed flats sold for a median of about Rs 7.2 crore in 2026.

  • Check escrow and Oqood before paying.

Palm Jebel Ali is a 13.4 sq km man-made island off Dubai's Jebel Ali coast, built by Nakheel. Its first villas are due from late 2026. Buyers registered AED 9.47 billion of sales there between January and September 2026, DLD records show.

After a long pause, the project restarted in 2023, and homes now range from 1-bed flats to 7-bed villas.

Buying from India? Two questions come before any brochure: is it really being built, and what will it cost in rupees? This guide answers both from official records, then lists the checks to run before you book.

What Is Palm Jebel Ali?

It's a palm-shaped island town in the making, and most of it is still a building site. Nakheel, part of Dubai Holding Real Estate, is the master developer. Picture a new coastal town rising frond by frond, rather than one tower you can walk into.

The 2023 rows describe a plan; the last two rows show what exists on paper today.

Palm Jebel Ali villas make up about four in five of those registered homes. An August 2026 update from the Dubai Media Office covered Nakheel's latest release: 44 beachfront villas on Frond F.

Pause and Relaunch

Work began in 2002, and the 2008 financial crisis stopped it. Two projects from that era still sit on DLD's register, marked cancelled.

On 31 May 2023, Sheikh Mohammed bin Rashid Al Maktoum approved a new master plan. His approval announcement said the project "reflects our strategic development plan centred on raising the quality of life".

Nakheel launched the first villas in September. Dubai Holding later said that first phase sold out quickly.Map-style illustration of two palm-shaped islands along the Dubai coast

Name Mix-Ups

Three similar names often get mixed up. Palm Jumeirah is the older, finished island, with residents since the 2000s. Jebel Ali on its own means the port, free zone, and mainland district nearby.

Palm Deira is a separate Nakheel island project altogether. As for spelling, DLD's sales data lists this island as "Palm Jabal Ali", so try both spellings.

Search for Nakheel Palm Jebel Ali, and you'll also find broker sites with official-looking web addresses. The developer's own project page sits on nakheel.com, and that's the one to trust.

Construction Progress and Handover

Nakheel's own progress page still showed early-2026 figures when we checked. For a fresher picture, we used DLD's Project Status service instead, checked on 15 October 2026.

Progress by Frond

DLD's figures come from official inspections, and most projects show a registered completion date. Here's where each group stood at its latest inspection.

Only Fronds K to P have passed the one-third mark; everything else is at an early stage.

The leading fronds are moving steadily, though. Frond O went from 21.90% built in October 2025 to 55.70% in August 2026. Any buyer can check these figures on DLD's site or the Dubai REST app.

Handover Dates Explained

There's no single Palm Jebel Ali handover date. In August 2026, Nakheel said the first villas would be handed over in phases, from late 2026 through 2027.

DLD's registered dates for the leading fronds fall between September and December 2027. Both can be true, because a few finished villas can be handed over before a whole frond is complete. Dubai Holding Real Estate's CEO, Khalid Al Malik, set out the order in June 2026. "Our immediate priority is the first residential phases and the infrastructure required to support them."

As of 15 October 2026, no first handover had been announced. Flats come later. Nakheel's Palm Central price list estimates completion in September 2030, and DLD shows 13 December 2030 for the second release.

Roads and Services

Most supporting works are still at the contract or construction stage. Nakheel awarded the contract for a nearly 6 km access road from Sheikh Zayed Road in May 2024. It hasn't announced an opening date.

In October 2024, Nakheel signed an AED 270 million deal with DEWA for two substations. More than AED 750 million of infrastructure contracts were scheduled to finish in Q4 2026.

District cooling from Tabreed should start by 2027. The Yard, the island's first shopping and dining spot, is due to open in 2027. Waitrose and American Hospital are among its confirmed brands.Palm Jebel Ali villas under construction with cranes on a frond

What Palm Jebel Ali Costs

We used two price sources: what buyers actually paid, as recorded by DLD, and Nakheel's own price list. Broker estimates are left out on purpose.

What Buyers Paid

We pulled every sale registered on the island from 1 January to 30 September 2026 through DLD open data. That came to 526 sales worth AED 9.47 billion.

Emirates 24|7 reported AED 9.4 billion from DLD data for the same period. Our count is consistent with it. The table shows DLD medians by home type.

Every flat sale here was an off-plan Palm Central unit, so read these as launch prices, not resale values.

Another 17 sales were large land parcels worth AED 1.82 billion. We left them out, because they're development land, not homes.

Nakheel's Price List

Nakheel's June 2026 list for Palm Central starts at AED 2.7 million for a 1-bed. A 2-bed starts at AED 4.3 million, a 3-bed at AED 7.5 million & a 4-bed at AED 12.4 million. Townhouses start at AED 14.9 million.

Nakheel publishes no prices for its Beach and Coral Collection villas. Any villa "starting price" you see online doesn't come from Nakheel. Phases sell out and lists change, so confirm what's still available on the Palm Central page first.

Prices in Rupees

RBI's reference rate on 15 October 2026 was Rs 25.88 per dirham. At that rate, the AED 2.7 million entry price is about Rs 6.99 crore. The median 1-bed sale works out to about Rs 7.20 crore. The median villa project sale comes to roughly Rs 75.81 crore.

If those sums sit above your budget, our luxury villas guide covers other villa areas. For flats across the city, see our 2026 rupee breakdown.

How the Payment Plan Works

Nakheel publishes one Palm Jebel Ali payment plan for Palm Central. It asks for a deposit, steady instalments during construction, and a large final payment at completion. Here's how the June 2026 plan splits the price.

  • Booking: 20% down payment when you sign.

  • Smaller homes during construction: 50% in seven instalments, from November 2026 to March 2029.

  • Larger homes during construction: 40% over the same seven dates, for 3-beds, 4-beds and townhouses.

  • Completion: 30% for smaller homes and 40% for larger ones, due on completion.

The bigger the home, the more of the price waits until the end.

Paying From India

RBI's Liberalised Remittance Scheme lets each resident send up to US$250,000 a financial year. At the 3.6725 dirham peg, that's about AED 918,000. The limit covers all permitted remittances, not property alone.

Take a hypothetical Pune family buying a 1-bed at the AED 2.7 million list price. The 20% booking is AED 540,000, about Rs 1.40 crore.Indian couple reviewing an off-plan payment schedule on a laptop

Add November's 5%, and the family sends AED 675,000 in 2026-27. On our maths, no financial year in this plan goes above AED 810,000, the final 2030 payment. That stays within one person's limit, even with DLD's registration fee in year one.

Above Rs 10 lakh a year, your bank collects 20% TCS under Section 394 of the Income-tax Act, 2025. Plan for that cash, and ask your CA how to adjust it against your tax. Our guide to buying from India covers each remittance step.

Fees and Visas

DLD charges a 2% registration fee to the buyer and 2% to the seller on an off-plan (Oqood) sale. Your offer papers should say who pays which share.

UAE banks can lend at most 50% on off-plan homes under the Central Bank's mortgage rules. RBI's LRS rules don't provide for Indian bank loans to fund these remittances.

Homes here generally cost above AED 2 million. The UAE's ICP says off-plan units at that value, bought from an approved developer, can qualify for the Golden Visa. Confirm with GDRFA Dubai first, and see our Golden Visa guide for the steps.

Compared With Palm Jumeirah

The Palm Jebel Ali vs Palm Jumeirah question usually comes down to value for money. DLD's 2026 sales records let us compare the two directly.

From January to September 2026, DLD registered 852 sales on Palm Jumeirah worth AED 11.61 billion. The older island still leads on both count and value. On new flats, the older island costs far more. Off-plan Palm Jumeirah flats sold for a median of AED 5,831 per sq ft, against AED 3,512 here.

The mix differs, though. On Palm Jumeirah, one new project made up more than half of off-plan flat sales. Every flat sale here came from one development. Ready flats are a different story. Ready Palm Jumeirah flats sold for a median of AED 2,587 per sq ft across 460 sales. That's below the price of new flats here.

A ready Palm Jumeirah 1-bed had a median price of AED 2.9 million, close to a new 1-bed here. The difference is that it's already built, so you can inspect it before you pay.

For an Indian buyer, it comes down to timing. Palm Jumeirah gives you a finished home in a settled community. The newer island gives you a brand-new home and a payment plan, in exchange for years of waiting. Our Delhi expo site tracks Palm Jumeirah prices in more detail.

Checks Before You Book

Off-plan buying is safest when you verify everything yourself. Most of these checks can be done online from India.

Verify the Project

Run these five checks before any money leaves your account.

  • Seller: deal with Nakheel or a RERA-registered broker, never an unverified website.

  • Project record: find your project on DLD's Project Status page and note its completion date.

  • Escrow: pay only into the project's escrow account, which Dubai's escrow law reserves for construction.

  • Oqood: confirm DLD registers your contract within 90 days of signing.

  • Contract terms: read the completion date, delay clauses and resale rules before you sign.

If a seller pushes back on any of these, I'd walk away.

Honest Risks

So, is Palm Jebel Ali a good investment? It can suit patient buyers, and my rule is simple: commit only money you won't need before handover. Weigh these five risks first.

  • Long wait: some homes are due between 2028 and 2030, with your money tied up until then.

  • No rental record: no home has been handed over yet, so nobody can show real rents or yields.

  • Unknown running costs: service charges aren't set yet, so ask for the developer's estimate in writing.

  • Early exits: selling before completion means finding another off-plan buyer.

  • Currency swings: if the rupee weakens, later instalments cost more in rupees.

The law does give buyers one protection. If RERA cancels a project, the developer must refund buyers through the escrow system. Read our guide to the risks of buying in Dubai for the wider picture.

Frequently Asked Questions

Can Indians buy property on Palm Jebel Ali?

Yes. Every sale DLD registered here from January to September 2026 was freehold, so Indian buyers can own outright. Our freehold guide explains how that works.

Are there flats, or only villas?

Both. Palm Central offers flats and townhouses, while the fronds hold villas of five to seven bedrooms.

Is there a Metro to the island?

No. As of 15 October 2026, we found no Metro link to the island announced by Nakheel or Dubai's RTA.

Who is building the island?

Nakheel leads the project as master developer. Ginco, UNEC and Shapoorji Pallonji Mideast hold villa contracts, and Jan De Nul won the marine works contract.

When will the whole island be finished?

No official date exists. The latest DLD completion date for a current project falls in 2030.
