Quick Answer
-
The official Dubai real estate index rose 9.81% for homes in 2025.
-
Official index data still ends at Q4 2025 (checked 15 October 2026).
-
ValuStrat had homes 4.5% lower year on year in September 2026.
-
Illustratively, a stronger dirham made that about 3% more in rupees, before costs.
-
The Smart Rental Index guides rent rises, not sale prices.
The Dubai real estate index is the official home price index from Dubai's statistics office and Dubai Land Department (DLD). Its latest official figures show a 9.81% rise across 2025.
Every 2026 price reading since then comes from private firms. Confusingly, the same name also gets used for a rental index and a stock market index.
For an Indian buyer, a Dubai number alone tells half the story. You need to know which figure is official, how old it is, and what it does in rupees.
Dubai Real Estate Index Explained
The Dubai Real Estate Price Index is what most people mean by the Dubai real estate index. It tracks how average property prices change over time. The Dubai Data and Statistics Establishment (part of Digital Dubai) publishes it each quarter with DLD.
Read it like a speedometer. It shows how fast prices move and which way, but it can't value your flat.
Official Price Index
The official index has a residential series and a commercial series. Residential splits into all homes, flats and villas. Commercial covers offices, shops, hotel rooms and hotel apartments.
We found no published method or base year for this series. So read its levels through their percentage changes, not as a multiple of any base. Every quarter since 2020 sits on the DLD Indexes page.
Other Indices Compared
The term can also refer to rental data, consultancy indices, or listed property shares. The table names each publisher, from Dubai's statistics office to the Dubai Financial Market.

Latest 2026 Index Readings
The latest official Dubai property price index covers Q4 2025. DLD's index data, checked on 15 October 2026, shows no newer quarter. Every 2026 price reading so far comes from a private firm.
DLD has still published official 2026 activity data. Its Q1 release showed AED 252 billion of transactions, up 31% by value. On 7 September 2026, it reported 104 projects completed in H1 2026, adding 24,537 homes. Use the Dubai real estate index as your official baseline, and the private indices as faster signals.
Official 2025 Figures
By Q4 2025, the residential index stood at 167.33, up 8.90% on Q4 2024. Across 2025 as a whole, home prices rose 9.81%. That 8.90% compares one quarter with the same quarter a year earlier. The 9.81% compares 2025's average level with 2024's.
Villas climbed 14.83% in 2025, and flats rose a gentler 7.38%. Villa prices rose about twice as fast as flat prices. If one is on your shortlist, our luxury villas in Dubai guide compares types and areas.
Growth had been cooling for three years. It peaked at 14.00% in 2022, then eased to 13.12% in 2023 and 11.62% in 2024. Commercial prices rose 9.54% in 2025, led by offices at 15.86%.
Digital Dubai released these figures on 19 May 2026 through WAM's release. Younus Al Nasser leads the Dubai Data and Statistics Establishment. He described the results as a sign of a mature data system.
Private 2026 Readings
Private indices show mainstream Dubai home values falling in 2026, with apartments weakest. ValuStrat's index stood at an implied 243.6 in February 2026, before the regional conflict began. By September it was 218.6, about 10% lower.
Monthly moves have since shrunk to 0.1% or 0.2%. Cavendish Maxwell called its August figure Dubai's first annual fall since February 2021. Price readings in the table come from the ValuStrat September index, Cavendish Maxwell and REIDIN.

Dubai property prices slipped in 2026 on every measure here, with apartments falling more than villas.
Rows mix annual and quarterly changes, so compare within a row only. A valuation index revalues the same homes each month, while a median tracks the middle price of homes actually sold. If flats in Dubai are on your list, watch the apartment rows closely.
How to Read the Numbers
An index is a ratio, so check three things first: its base, its method and the months it covers. Skip them, and a sensible Dubai real estate index figure can look alarming.
Index Level Basics
Most indices start at 100 on a base date. DLD's older house price index used 2012 = 1 instead, and the current official series states no base at all.
ValuStrat's September 2026 level was 218.6. Homes were valued at roughly 2.19 times their January 2021 level, even after the 2026 dip. From 224.9 in April 2026 to 218.6 in September, the index fell 2.8%.
Never compare levels across publishers, because each starts from a different base. Compare percentage changes, and only for similar segments, periods and methods.
Why Indices Differ
Two careful indices can still disagree in the same month. Usually, one of these five reasons explains it.
-
Method: ValuStrat revalues the same basket of homes every month. Sales-based indices track whatever happened to sell.
-
Sales mix: a month full of cheap studios drags an average down, even when no home lost value.
-
Off-plan share: off-plan made up 70% of September 2026 sales volume, per ValuStrat, and launch prices skew averages.
-
Segment: in August 2026, ValuStrat had older freehold villas 75% above their 2014 peak. Older freehold apartments sat 9% below it.
-
Area: in August 2026, ValuStrat had Burj Khalifa apartments 20.4% down, while Dubai Silicon Oasis rose 4.3%.
Index or Valuation?
An index shows market movement. It can't establish the value of a particular flat.
DLD's older Dubai House Price Index, frozen at November 2022 data, makes the same point. Its DRHPI page says the index "should not be used for any commercial purposes, including pricing and investment decision making."
We'd apply the same caution to every index here. Before you agree on a price, get a valuation from a DLD-registered valuer.

What About Rupee Returns?
Indian buyers earn or lose in rupees, so the dirham matters as much as the index. Read the Dubai real estate index alongside India's own housing data and the AED to INR rate. Together, they show what a Dubai move really does to your money.
Dubai Versus India
India's official indices kept rising into 2026, while Dubai's private indices turned negative. The RBI HPI release put the index at 117.5 in April to June 2026, up 1.1% on the quarter. It covers 18 cities, including Nagpur and Pune, two of our expo cities.
The table below uses figures from Dubai's statistics office, ValuStrat, Cavendish Maxwell, the RBI and the National Housing Bank.

The Currency Effect
The dirham is pegged to the US dollar at 3.6725, so against the rupee it moves with the dollar. The RBI reference rate put 1 AED at Rs 26.13 on 30 September 2026.
On 30 September 2025, RBI's dollar rate was 88.79. Divided by the 3.6725 peg, that gives about Rs 24.18. Over those twelve months, the dirham gained about 8%. On those two dates, an AED 1 million flat went from about Rs 2.42 crore to Rs 2.61 crore. That's almost Rs 20 lakh more, with no change in the dirham price.
Picture a Nagpur family that set aside Rs 2.5 crore in September 2025. That covered the stated price of an AED 1 million flat, before purchase costs. A year later, the same flat needs about Rs 2.61 crore.
For someone who already owns, the maths runs the other way. ValuStrat's index fell 4.5% from September 2025 to September 2026. Over the same months, the dirham rose about 8%. Multiply 0.955 by 1.081 and you get 1.032, roughly 3.2% more in rupees. That's an illustrative change in value for an index-average home, before fees, TCS and transfer costs. It isn't a realised return.
RBI's Liberalised Remittance Scheme lets each resident individual send up to US$250,000 a financial year. That one allowance covers all permitted remittances, not property alone. At the 3.6725 peg, it equals about AED 918,000.
Resident relatives can pool their limits to buy property abroad, if each meets RBI's conditions. Above Rs 10 lakh a year, remittances attract 20% TCS under Section 394 of the Income-tax Act, 2025. That rate applies outside education and medical purposes. Our 2026 rupee price breakdown shows what these limits buy.
Rental Index for Landlords
The Dubai rental index sets the average rent that decides how much a landlord can raise rent at renewal. DLD launched its Smart Rental Index on 2 January 2025. Since then, every residential building gets a rating on structure, finishes, location and services.
Majid Al Marri was then CEO of DLD's Real Estate Registration Sector. At the January 2025 launch, he said the index gives fair rental valuations. Registered rental contracts passed 900,000 in 2024, up 8%.
Rents have held up better than prices. In ValuStrat's Q2 2026 review, rents were 1.7% higher than a year earlier, against 0.1% for values.
Rent Increase Caps
Decree No. 43 of 2013 sets the cap. It ties the allowed rise to how far the current rent sits below the index average.
-
Up to 10% below average: no increase.
-
11% to 20% below: up to 5%.
-
21% to 30% below: up to 10%.
-
31% to 40% below: up to 15%.
-
More than 40% below: up to 20%.
Take a flat where the index average is AED 100,000 and the tenant pays AED 75,000. That rent sits 25% below average, so the cap is 10%. The rent can rise to AED 82,500 at most.
The cap isn't the only rule. Under Dubai's tenancy law (Law No. 33 of 2008), the landlord must give at least 90 days' notice before the contract ends.
Check Rent Online
Open the DLD Rental Index e-service. Enter the contract end date and property type first.
Then add the Ejari number, DEWA premise number, or area and building, plus bedrooms and current rent. The tool shows the average rent and the highest rise allowed.
Use the Index Before Buying
An index won't choose a flat for you. It can warn you when an asking price runs ahead of the market. Use the Dubai real estate index as your reality check before any price talk. Then weigh it against the risk of buying in Dubai that every overseas buyer faces.
Five Checks First
Before you trust any price figure, whether from a launch event or a WhatsApp forward, run these five checks.
-
Period: which month or quarter does it cover?
-
Publisher: is it the official index or a consultancy?
-
Segment: compare flats with flats and villas with villas.
-
Area: look past the citywide average to the actual community.
-
Rupees: convert at the RBI reference rate on the day you compare.
Rs 1.38 crore is where our homepage listings start, about AED 533,000 at RBI's 15 October 2026 rate. That's entry-level stock, so compare it with entry-level data.
Here's a hypothetical case. A flat's asking price sits well above recent sales in the same building. Before accepting the gap, compare size, floor, view, condition, tenancy status & sale dates. No citywide index can account for those differences. When the numbers check out, our guide to buying Dubai property from India covers each step.
Outlook Signals
Rating agencies expect more apartment price pressure as new supply lands in 2027 and 2028. In February 2026, before the conflict, Moody's expected about 180,000 completions from 2026 to 2028, Khaleej Times reported. Deliveries are already rising, as DLD's H1 2026 completion figures show.
S&P Global Ratings went further in October 2026, also per Khaleej Times. New deliveries in 2027 and 2028, it said, "could accelerate the price correction, especially in investor-driven apartment segments."
The IMF, after its July 2026 staff visit, said real estate activity moderated in the first half. For the wider Dubai property market, our Delhi expo site covers the Dubai real estate market in more depth.

Frequently Asked Questions
What is the latest Dubai real estate index figure?
The latest official reading is Q4 2025: 167.33 for homes, up 8.90% on Q4 2024. DLD's index data, checked on 15 October 2026, showed no data for the 2026 quarter.
How often is the index updated?
Every quarter, with an annual figure as well. The 2025 results arrived on 19 May 2026.
Will Dubai property prices fall further?
Nobody can say for sure. S&P (October 2026) and Moody's (February 2026) expect more pressure on investor-heavy apartment areas as supply lands. Villas have fallen less than apartments in ValuStrat's data.
Can I invest in the index itself?
No. The official index is a statistic, not a product. The DFM real estate sector index tracks listed property shares. Those can drop on global news while home values hold steady.
